When we were 16, my best friend's mom told her that she could have a personalized plate. So in Kentucky you get a form and you can put in 5 and they pick your top one that isn't taken. I helped her fill it out. She had Mandy as 1st. Mandie, Mand E, you get the idea. Well she ran out of ideas and said I could do the very last one by myself if I would go mail it off for her.
